No—not automatically. A fleet schedule may use wording such as “any authorised driver”, but authorisation remains subject to the policy’s eligibility rules and the employer’s own process.
Restrictions can relate to age, licence type, residency, occupation, convictions, claims, vehicle category or the length of time a licence has been held. A driver acceptable for an ordinary van may not be permitted to use a minibus, high-performance car or specialist vehicle.
What should the employer do?
Check the licence before first use, repeat checks at a risk-based frequency and require drivers to report changes between checks. Keep evidence of the decision to authorise the person and any insurer referral.
What about agency or temporary workers?
They should not be assumed to be covered merely because they are working for the business. Confirm employment status, competence, policy eligibility and who has authority to add them.
The certificate, schedule and endorsements should be read together. “Any driver” is a shorthand description, not permission to hand the keys to anyone.
